How to lift-and-shift with 16.10

The press release for Ubuntu 16.10 touts "the ability to lift-and-shift 80% of Linux VMs to machine containers". I'm very interested but I can't find any hints on how to accomplish this "lift-and-shift". Can anyone point me in the right direction.
