XenCenter not connect xcp-xapi... (Ubuntu server 13.10)

I installed XCP-XAPI server successfully.

I can not access using XenCenter (station windows7)....

error: Unable to connect to server '192.168.0.10'
The connection was refused.

Check That XenServer configured correctly on 192.168.0.10 and try again

observation:The system debian7 was only install, that worked.

Does the problem is the interface? (em1, em2) ?
